Full time Accountant required in USA, Williamsburg, VA ($51,000/yr)

Job Summary

The National Center for State Courts (NCSC) is a private, non-profit court improvement organization based in Williamsburg, Virginia. This position provides professional accounting services primarily for Federal grant and contract projects; including project compliance monitoring; reviewing and coding transactions; preparing and reviewing financial reports and invoices; serving as liaison with project staff concerning issues related to project costs, accounting and billing; assisting in the review and reporting of balances; and maintaining familiarity with all federal regulations including 2 CFR 200, 215 and 230 (formerly OMB Circulars A-133, A-110 and A-122), and all other applicable accounting/financial guidelines.


Duties and Responsibilities

The incumbent will be responsible for performing the following duties:

Provides support for the NCSC annual financial and A-133 audits, and other audits as needed.
Manages assigned general ledger accounts and monthly reconciliations.
Interprets and apply grant and contract regulations to specific projects.
Classifies, analyzes and reconciles complex financial data.
Reviews and analyzes budgets, and interprets state and federal laws, regulations, and guidelines; and
Other related duties as may be needed.


Minimum Qualifications

Bachelor's degree in accounting is required; or any equivalent combination of education and accounting experience that provides the knowledge, skills and abilities to do the work.

Three to five years of progressively responsible professional accounting work experience in the specialized areas of accounting software, programs and principles is required.
Knowledge of integrated accounting software, programs and applications is also required.
Some experience using Deltek/Costpoint, and working with federal grants and contracts is desirable.
Ability to speak Spanish a plus.

Under the general direction of the Chief Financial Officer, the Accountant performs complex professional level accounting duties requiring the preparation, interpretation, and maintenance of the Agency’s financial statements and reports; establishes new accounting procedures and controls; analyzes and advises management on a variety of fiscal matters. This position is characterized by the responsibility to independently provide professional analysis and fiscal interpretation requiring substantial understanding and application of the principles of accounting.

ESSENTIAL DUTIES AND RESPONSIBILITIES



  • Develops and recommends accounting control methods to improve existing policies and procedures.
  • Assists in the development and implementation of program/division strategic objectives and initiatives.
  • Advises management on accounting standards and procedures in a variety of accounting and budgetary issues.
  • Prepares a variety of complex accounting, statistical and narrative reports requiring extensive analysis and interpretation of data.
  • Participates in various meetings with officials, managers or the general public to discuss operational matters or to explain recommendation for change.
  • Supervises technical and clerical personnel in the preparation of manual or computerized ledger entries, reconciliations, trial balances and other fiscal record keeping duties.
  • Interprets financial and operational contract terms; direct or conducts audits to ensure contracts operate in compliance with terms and with local, state and federal regulations.
  • Prepares programs budgets; monitors budget performance against projected performance to ensure that budget objectives are met and develops recommendations to improve the fiscal operation of the programs.
  • Establishes and maintains statistical, bookkeeping, and accounting control records, makes journal entries, posts to general and subsidiary ledgers, prepares trial balances, close and balances accounts, and makes bank reconciliation for an entire program or several specialized, complicated accounts within the programs.
  • Selects, supervises, trains and evaluates the work of subordinates; and recommends appropriate disciplinary actions as required.
  • Attends meetings, conferences, and seminars as directed; performs other duties and works overtime as required

Maintain strict confidentiality; operate a 10-key calculator by touch; speak effectively before groups of people; communicate effectively, both orally and in writing; work independently in obtaining specified objective(s); evaluate, recommend and implement financial procedures and controls; understand, interpret, explain and apply accounting rules and regulations; effectively communicate and interact with personnel at all organizational levels; prepare, analyze and interpret comprehensive financial reports, statements and written materials; preform complex budget and financial analysis involving difficult mathematical and statistical calculations and operations; work effectively with the Community Action Board/Finance Committee, the public and other State and Federal representatives; operate Agency/personal vehicle for official business purposes in a safe manner.

MINIMUM EDUCATION AND EXPERIENCE


1. Bachelor’s degree in Accounting.
2. Three years of a paid journey – level professional accounting experience within a non-profit agency.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS


Position requires intermittent sitting, standing, walking, twisting, and bending. Simple grasping and hand manipulation, as well as, reaching above and below shoulder level. Must be able to lift boxes weighing up to 25 pounds. Requires working indoors temperature controlled environment with some exposure to copies and printer chemicals and/or fumes.






Full time Accountant required in USA, West Virginia ($26,160 - $48,396 a year)

Requires a Bachelor's degree with 24 semester hours in accounting. This is entry level accounting/auditing work which may involve: general accounting, internal auditing, external auditing, budgeting/administration, financial analysis, and statutory accounting. Through formal classroom training and on-the-job training, job assignments are designed to develop familiarity with government accounting/auditing practices and procedures, knowledge of laws and regulations governing accounting/auditing and the ability to post accounting data to the general ledger, ability to prepare audit workpapers, ability to balance and reconcile accounting records, and the ability to prepare and analyze financial records for completeness and accuracy. Some positions may require travel. ***Persons with significant accounting experience should also consider applying for Accountant/Auditor 2 and higher level Accountant/Auditor positions as they become available.
