Main Function


Under the direction of the Senior Accountant and Accountant II, the Accountant I will be involved in the daily accounting activities, monthly close activities, journal entries, and assist in financial reporting.  The Accountant I will collaborate and work interdependently with other members of the Finance Department and Operations Partner, as needed.

Education


Bachelor Degree preferred with emphasis in accounting, finance, economics or related field of study from an accredited four-year college.  Associate Degree with five years of Accounting experience required in lieu of Bachelor Degree.

Experience


Accounting experience as well as account reconciliation experience is preferred. The ability to work independently is required.

THE POSITION

The PA Liquor Control Board is seeking a highly motivated professional Accountant to join the PLCB team.   As an Accountant 1, you will be responsible for analyzing financial transactions for a significant portion of the PLCB's $2.5 billion revenue stream and preparing adjusting journal entries, and safeguarding agency assets through diligent review of complex transaction data, applying accrual and cash accounting principles to identify and independently resolve issues with various accounts.

DESCRIPTION OF WORK

This position specializes in system integration within the Bureau of Financial Operations, Cash/Sales Division and is responsible for monitoring the systems, researching problems and discrepancies that affect multiple systems, and providing corrections for accurate reporting. It serves as the liaison to other divisions for system design, enhancements, and testing. Accuracy and timeliness of integration from POS through the Retail system and Financial systems are critical for all other functions within the Agency.

This position will review refund notes in the credit card division, and process refunds for customers, provide support to Store Operations, Office of Information Technology Services and Consumer Relations regarding credit/debit transactions, and keep up-to-date with changes in PCI rules and compliance with credit card rules for all types of cards.

This position will be responsible for PNC/Bank reconciliations, monitor gift card adjustments, receive debit suspense transaction details and research and identify the validity of the transactions and approve or reject.


REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

Qualifications:



  • Must meet PA residency requirement
  • Minimum Experience and Training Requirements -  a bachelor's degree including or supplemented by fifteen credits in accounting; or one year as a Fiscal Technician, and fifteen college credits in accounting; or one year as a Financial Programs Trainee; or five years of bookkeeping experience and fifteen college credits in accounting; or successful completion of the Commonwealth's Accounting Intern Program

Description

Performs accounting functions consisting of inventory and labor hour maintenance and month end close responsibilities.

Essential Duties and Responsibilities:


  • Supports monthly close process.
  • Prepares monthly inventory and COGS journal entries.
  • Assists in the management of the standard cost system, including changes to routings and bills of material.
  • Conducts annual standard cost roll reflecting latest routings, economics and changes to overhead rates.
  • Prepares cost estimates of new or special products for establishing selling prices and production forecasts.
  • Analyze purchase price variances.
  • Review departmental spending vs. budget.
  • Performs other related duties as assigned by management.
  • Assists the Senior Cost Analyst with recommendations on system and reporting improvement.
